A Journey of 3 Decades
A Commitment to
Swift Implementation
n In 1975, a committee constituted to examine the status of
women in India noted and commented upon the declining
representation of women.
n The National Perspective Plan of 1981 also recommended a
30% reservation for women across all governing bodies.
n Although the 73rd and 74th Constitutional Amendments were
enacted, the initiative for women's reservation in the Lok Sabha
and State Legislative Assemblies failed to progress.
n The very first bill for women's reservation, introduced as the
81st Constitutional Amendment Bill, was tabled on September
12, 1996, during the tenure of H.D. Deve Gowda's government.
It was referred to a Joint Parliamentary Committee; however,
by the time the committee's report was submitted, the 11th Lok
Sabha had dissolved, causing the bill to lapse.
n On the second occasion, on December 14, 1998, during the
government led by Atal Bihari Vajpayee, the bill was introduced
as the 84th Constitutional Amendment Bill; however, this
effort, too, came to an end with the dissolution of the 12th
Lok Sabha.
n For the third time, again under Atal Bihari Vajpayee's introduced in the Lok Sabha during a specially convened
government, the 85th Constitutional Amendment Bill was session. 454 votes were cast in favour of the bill, while only 2
