nation becomes naturally clear. In
this, the role of the Speaker of the
House is very important. The dignity
of the Speaker rests on the pillar of
impartiality and justice. Union Home

uring Vitthalbhai Patel’s tenure, the Legislative
Department and the Legislative Assembly Sec-
retariat were established in the Centre and all
Dstates. At that time, Vitthalbhai had remarked
that no legislative assembly can function under the
control of elected governments. The assembly must
remain independent to ensure the meaningfulness
of debates held within it. Recalling his remarks, Union
Home and Cooperation Minister Amit Shah said at the
conference on August 24 that this is an important occa-
sion for all of us. We should work to enhance the dignity
of the post of Speaker in the Legislative Assemblies. We
should establish an impartial platform for the voice of
the people of our states. Ensure fair debate by the ruling
and opposition parties. Also, ensure that the proceed-
ings of the Houses are conducted according to the rules
of the Legislative Assembly, Lok Sabha, and Rajya Sabha.
Brainstorming is the best means of solving the problems
of the people in a democracy. Whenever the assemblies
have lost their dignity, we have had to suffer very bad
