Census 2027: Residents who have completed the
Robust Data
Security
Any data collected from the public during Census 2027
will be legally treated as completely confidential and secure.
Under no circumstances will personal information be made
public. Furthermore, a multi-layered “cyber shield” has been
established to safeguard the data, ensuring protection against
hacking and unauthorised intrusion.
n By prioritising technological innovation and adopting
an inclusive approach, it will be ensured that Census
2027 is accurate, secure, and comprehensive.
n For Census 2027, data is being
collected through door-to-door
visits using a secure mobile
application. This application
incorporates robust security
features, and all necessary
measures have been
implemented to ensure
data protection.
n Comprehensive measures have been taken to ensure
data security during the entire process – from data
collection on mobile devices and its transmission to
its storage at the server level.
n The digital tools utilised for Census 2027 are equipped
with strong encryption and multi-factor authentication
to guarantee high-level data security.
n Data collection for the census is conducted in strict
accordance with the provisions of the Census Act,
1948, and the Census Rules, 1990. All personal data
collected during this process is maintained in absolute
confidence.
n Prioritising data security above all else, only aggregated
data – compiled across various administrative levels –
is published.
n A dedicated web portal has been developed to
facilitate the management and monitoring of the
various activities associated with Census 2027.

GLOBAL CONTEXT OF CENSUS
The word ‘census’ is derived from the Latin term
censere, which means “to assess” or “to evaluate.”
Its history dates back to the 1st or 2nd century
BCE, when magistrates in Rome were required
to compile population registers for the purpose
of levying taxes and determining the availability
of adult males for compulsory military service.
Prior to the establishment of the Roman Empire,
evidence of various proto-censuses—often in
the form of cadastral (land-related) surveys—is
available. Such enumerations were conducted in
ancient Babylonia, China, and Egypt as early as
the 30th century BCE. Herodotus documented
similar undertakings in the Nile Valley and ancient
Persia. Accounts of census records can also be
found in sections of the Old Testament. Prior to
the Exodus (circa 1500 BCE), Moses enumerated
the fighting men of Israel. Similarly, in the late
12th and early 13th centuries, Genghis Khan
commissioned a census of the population within
his conquered territories to assess their capac-
ity for taxation. In China, evidence of detailed
census planning schemes dating back to the 14th
century has been discovered. One of the earliest
